RRSRMGC LOCAL RULES

RR VICTORIA LAKES COURSE 

1) Per the course’s printed scorecard, please observe this facility’s local rules concerning out of bounds markings, fences and walls. Although not currently on the Lakes scorecard, we consider staked trees as a “no play zone”. Players should take free relief to the nearest point where stance and swing are clear of the tree and its stakes, but not closer to the hole. 
2) LOST, OUT of BOUNDS, or an UNPLAYABLE golf ball. (USGA: Concerns regarding the negative impact on pace of play when a player is required to go back and play another ball.) This Local Rule will now permit golfers the OPTION to play a provisional ball OR to drop a ball in the vicinity of where the ball is lost, or where the ball crossed the out of bounds. If a player uses the "drop option", they must drop the ball on the sight line to the pin while standing no more than two (2) club lengths into the fairway being played, no closer to the hole under a TWO (2) stroke penalty. 

3) Abnormal Course Conditions: Fairway has recently been aerated and a ball is lying in such an area. The ball may be lifted, without penalty, cleaned and PLACED within one club length of the original spot where it lay, not nearer the hole. This Local Rule applies in the FAIRWAY ONLY. 
4) Abnormal Course Conditions: Ground Under Repair (GUR) markings may be incomplete or inconsistent. Players are required to obtain the consensus of their playing group competitors in order to take relief in an unmarked location that might otherwise be considered Ground Under Repair. This Local Rule applies to the FAIRWAY ONLY. 

5) Abnormal Course Conditions: Sand bunkers may be in a variety of conditions for which Rule 16c proscribes relief. Relief may always be taken out of a bunker per Rule 16c when abnormal conditions exist by dropping the ball on the sight line to the hole, no nearer to the hole under penalty of ONE (1) stroke. In addition, bunker relief may also be taken in the following situations: a) Unraked footprints or previous players’ divots. The player may rake his position to restore the bunkers condition and take a free drop, no nearer to the hole. b) Abnormal surface conditions caused by flowing water, such as crevices or ruts. The player will drop his ball in a playable position within the bunker without penalty, no nearer to the hole. c) Standing water eliminates a playable drop area within the bunker. Large pooling accumulations of water may eliminate the possibility of a playable drop within the bunker. In this case, with the consensus of his playing group competitors, the player may drop WITHOUT PENALTY outside the bunker within one club length of the bunker’s edge on the sight line to the hole, no nearer to the hole. 

6) Abnormal Course Conditions: Putting Green surface is recently aerated, slitted and/or sanded or damaged by birds. On the putting surface, the player may place the ball on the closest spot no nearer the hole which avoids the situation WITHOUT PENALTY. 

7) Abnormal Course Conditions: Putting Green collars and fringes may be damaged, barren or under repair. It is recognized that it may not be possible to find a nearby point of complete relief. For the period of time that these unusual and abnormal conditions exist around the greens on this course, players shall have the following options: a) Ball lies within such an area not otherwise marked as Ground Under Repair (GUR): - the player may play his ball as it lies - the player may replace his ball within one club length, no closer to the hole, WITHOUT PENALTY and play on - the player may take relief outside of the area in question, no closer to the hole, as proscribed in Rule 16b. b) Ball lies outside of such an area requiring playing through or over it: the player should play on dealing with existing conditions. 

8) Lakes Course, Hole #1 - The split rail fence or its remnants and the cement drainage left side and right side is a free drop no nearer the hole, if they interfere with stance or stroke. 

9) Lakes Course, Hole #18 - The cement downflow drainage ditch in the left side ruff is a free drop no nearer closer to the hole if it interferes with stance or stroke. 

10) Embedded balls: In the "General Area", a ball embedded in its own pitch-mark, in the ground, may be lifted, and without penalty, cleaned and dropped as near as possible to its original lie, no closer to the hole. 

11) Cart Path Only: If the course the club is playing is under "cart path only" conditions, players may without penalty lift, clean and replace their ball, though the "General Area". 

12) For all RRSRMGC play, a player may obtain distance information by use of a distance-measuring device. If, during the stipulated round, a player uses a distance measuring device, or any other device, to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind speed, etc.) the player is in breach of Rule 4.3.

7) Vineyard Course, Hole #8 - The cement drain, right side and below the green is a Penalty Area. 

8) Vineyard Course, Hole #13 - The down flow cement drain right of the split rail fence is a free drop, nearest point of relief, no closer to the hole. The nearby split rail fence IS NOT a perimeter marking. 

9) Vineyard Course, Hole #15 - When there are straw bundles in front of the green on the edge of the lake the player may take a free drop if it interferes with stance or stroke, no nearer to the hole. 

10) Vineyard Course, Hole #16 - The drop area for a ball hit into the lake is the raised mound forward of the tees and left of the crossover bridge ahead of the orange marker tee box. 

11) Vineyard Course, Hole #18 - A player may play a provisional ball from the Drop Area (area forward and players right of tees on the hazard mat OR dropped on the grass area next to the mat) if it is not clear if his original ball is in the Penalty Area or not in the Penalty Area. Should the ball be found NOT IN THE PENALTY AREA, the original ball must be played, or declared unplayable, and the player would then proceed as per the Rules of Golf.
